CIPO 4215; CIPO 3045, CIPO 3105 - Retirada de tropas holandesas de Afganistán

En la noticia enlazada abajo se describen las circunstancias alrededor de las cuales se retiran las tropas holandesas que se encuentran en Afganistán. La misma se hace en medio de una crisis política de gran envergadura en el país europeo. De igual manera, el retiro holandés viene en momento inoportuno para los Estados Unidos, sus aliados de la OTAN y el gobierno afgano; esto es, justamente en la coyuntura crítica de la ofensiva afgano-estadounidense en la provincia de Helmand (ver aquí también).

Al leer tengan en cuenta las siguientes consideraciones:

  • La crisis política del gobierno holandés.  Generalmente es una de las democracias más estables del mundo y un modelo de democracia consensual o de consenso.  Cabría preguntarse cuales son los issues o problemas críticos que han debilitado el modelo político holandés y cuales de los textos teóricos leídos en las clases medulares podría explicar parcial o totalmente esta mutación en las relaciones de poder que definen la interacción de las élites y grupos políticos de los Países Bajos. [Consulten con sus profesores de teoría política, ellos son los que mejor pueden guiarlos en esta extraordinaria discusión.  Pueden consultar también enlaces al final de esta entrada].
  • El issue mismo de la intervención en Afganistán que ya entra en su noveno año.  Este ha sido citado por los medios (ver aquí) como uno de los motivos por los que el gobierno de coalición centro-derecha/centro-izquierda (Demócratas Cristianos y Laboristas) se ha disuelto.  En otros países la continua participación en la fuerza de intervención es motivo de profunda discusión y debate en sus esferas públicas, incluyendo los Estados Unidos, particularmente a partir del discurso del Presidente Obama el 27 de marzo de 2009 y el del 1 de diciembre de 2009 anunciando el envío de tropas de refuerzo).
  • La interpretación sobre las consecuencias estratégicas que, a partir de las movidas políticas en Holanda, significan para la misión militar (ver también aquí), diplomática y de gobernanza/gobernabilidad en Afganistán.  Esto es, ¿se justifica la salida holandesa de un teatro de operaciones tan sensitivo? ¿cómo queda parada la alianza atlántica y el compromiso de sus miembros en torno a la cláusula de la seguridad mutua?  Consideren los sub-temas que pueden surgir alrededor de estos cuestionamientos.

    A deep nail in the coffin of this Island-Nation: the assault on PR's Bar Association and other reflections on the banality of Puerto Rican politics

    On the evening of October 13 (Black Tuesday) governor Luis Fortuño signed into law a nefarious piece of legislation, which eliminated compulsory membership fees for Puerto Rico's Bar Association. See coverage from El Nuevo Día , Caribbean Business , and El Vocero . It is a punitive measure directed at this institution for expressing solidarity towards laid-off government workers on September 25, 2009 (Black Friday). It is also a long-awaited measure by New Progressive Party lawyers, activists, legislators, and fanatics intolerant of dissent, and who have always considered the PRBA a constant irritant, a thorn on their side.
